Budget Analyst

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS- 09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS- 11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Duties include but are not limited to, the following:
Reviews and maintains employment and workload reports, keeping management abreast of their status; Identifying differences between proposed changes to internal operating programs and projected spending for those programs; Complies, consolidates, reviews, and analyzes and edits a multiplicity of monthly, quarterly and annual Financial Management reports; Prepares and analyzes budgetary reports for Chief of Staff, Care in the Community, VISN Offices, and local management; Performs wide range of budgetary duties and procedures in planning and directing the formulation of budgetary programs. Experience:
You must possess one year of specialized experience equivalent to the next lower grade level (GS-7) in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes:
applying knowledge of policies, goals, objectives and regulations for budget formulation and execution to analyze, evaluate and adjust for changes in program plans and funding; applying analytical reasoning and skill to the identification, analysis and conceptualization of program budget, and develop alternative solutions to resolve conflicts/problems; reconciles account balances; overseeing the planning, development, and implementation of the annual budget, making budget projections for present and future fiscal year funding patterns and analyze their impact on program operations; and using computer hardware and software proficiently for budget formulation, database management, tracking and reporting. Resume(s) must clearly demonstrate the required experience to be creditable for this GS-09 grade level. -OR- Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Master's Degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B., if related. -OR- Combination:
Applicants may also combine graduate education and experience to qualify at this level. Equivalent combinations of successfully completed graduate-level education and specialized experience, as described above, to meet total qualification requirements. Only graduate education in excess of a Master's degree (excess of 36 semester hours) may be used to qualify for this position. NOTE:

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
The work Is sedentary, some walking, bending, and climbing may be required to accomplish the work. Work Is performed in an office setting; however, the worksite may be Indoors or outdoors. and take place under varying conditions.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
