Electrician

This position is located in the Engineering Service at the Department of Veterans Affairs Greater Los Angeles Healthcare System (GLA), in Sepulveda, CA. Major duties and responsibilities include, but are not limited to, the following:
- Installing, modifying, loading and testing high voltage power distribution panels; - Troubleshooting, repairing and performing preventive maintenance on secondary switchgear, distribution panelboards, motors and associated motor controls; - Inspecting for overload conditions and defective equipment and wiring; - Checking for continuity and identifying circuits, reporting defects and serious conditions to supervisor; - Making suggestions of necessary adjustments, replacements and corrective actions on any defects or repairs; - Performing various tests on electrical equipment and components by using test instruments; - Planning, laying out and completing installation, modifications, and repairs of various system circuits, equipment and controls; - Arranging and installing various electrical equipment to insure proper and safe operation of systems; - Interpreting and applying building plans, blueprints, wiring diagrams, and engineering drawings; and - Estimating materials, tools, and equipment necessary for each assignment. Experience:
A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT:
Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:
-Ability to do the work of a Journeyman Electrician without more than normal supervision (Screen Out) -Knowledge of Electrical Equipment -Theory and Instruments (Electrical, Electronic) Used in Shop and Trade Practices -Technical Practices (Theoretical, Precise, Artistic) -Ability to Use Electrical Drawings -Ability to Use and Maintain Hand Tools (Electrical Work) -Trouble Shooting (Electrical) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions:
You will make repairs and installations from ladders, scaffolding, platforms, and other hard-to-reach places. This will require you to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. You will frequently lift and carry tools, equipment, and parts that weigh up to 9 kilograms (20 pounds) and, less often, up to 18 kilograms (40 pounds). Occasionally, you will lift or move with assistance moderately heavy objects weighing more than 18 Kilograms. The work is performed both inside and outside. You may sometimes be required to make repairs and installations in bad weather; in work areas that are noisy, dirty, dusty and greasy; on scaffolding or cranes at heights of 9 meters (30 feet) or more; and in close quarters such as manholes, or attics. You may occasionally be exposed to the possibility of injury from falling, electrical shock, burns, and rotary devices such as electrical motors. You may also be frequently exposed to the possibility of cuts and bruises.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
