WHAT DOES AN EXCHANGE OF INFORMATION TAX LAW SPECIALIST DO?IRS employs Tax Law Specialists (TLS) in many areas throughout the Service. In Exchange of Information (EOI), a TLS administers and coordinates all EOI programs arising out of Tax Treaties and Tax Information Exchange Agreements (TIEAs). These programs include specific requests for information, both incoming and outgoing as well as spontaneous exchanges of information. The TLS will also support programs such as the simultaneous examination program, mutual legal assistance treaty program, mutual collection assistance program and the simultaneous criminal investigation program. In coordination with counsel a TLS may have to provide tax treaty interpretation to internal and external stakeholders. A TLS will have to balance an inventory of cases containing these various issues and provide high level customer service to internal and external stakeholders. The TLS will be held accountable for the quality of their work based on the Organization for Economic Co-operation and Development (OECD) standards. The TLS position in EOI will provide you the opportunity to strengthen your knowledge of the IRS as a whole as you will be interacting with many different operating divisions. As a Exchange of Information Tax Law Specialist you will:
Help IRS field personnel obtain information from foreign countries. Work with IRS field personnel to provide information to certain foreign countries. Coordinate the mutual collection assistance provisions of certain treaties. Research tax treaties and TIEAs to provide interpretation on matters relating to EOI. Research and gather tax information from various IRS systems to answer specific requests. Prepare information document requests and summonses to gain tax related information from U.S. individuals or entities. From the information you research on IRS systems and gather from U.S. individuals or entities you will prepare formal responses to be signed off by the deputy commissioner of international. You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Qualifying experience is experience that demonstrated accomplishment of legal, tax accounting, or other project assignments that required a wide range of knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of Federal tax laws, regulations, and precedent decisions. Examples of qualifying specialized experience include:
Conduct legal research and analysis, and prepare briefs or similar documents that interpret laws and regulations. Conduct work as an accountant, a tax preparer, a financial manager, auditor, or investigator that requires application of Federal tax accounting principles and/or the Internal Revenue Code and related laws. Completed research and analysis on individuals and businesses using IRS tools such as IDRS, Accurint and YK-1 analysis. Used enforcement tools to obtain information from third party record keepers. Manage an inventory of work with various deadlines and competing priorities in addition to managing projects. - The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.- To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
